What is Telecom Type Approval? Telecom Certification has been set by the Russian Federation Law №15-FZ “On Communication” dated on 16.02.1995 and the new Russian Federation Law №126-FZ “On Communication” dated on 07.07.2003. The mandatory Telecom Certification system is monitored jointly by the Ministry for Information Technologies and Communications, the Federal Communications Agency and the Federal Supervisory Service in Communications or Rossvyaznadzor. The Telecom Type Approval Certificate or Telecom Declaration of Confirmity is first checked by Russian customs authorities at the point of customs clearance at the Russian border. These documents may also be required by Rossvyaznadzor inspectors or by trade inspectors. For a few types of terminal equipment distributed through retail channels (e.g. mobile phones), additional permissive documents may be required such as Sanitary-Epidemiological Conclusion Certificate and/or GOST R Certificate. Procedure
Both Russian and International entities and entrepreneurs may apply for this certificate. Telecom Decleration of Conformity is issued by the company supplying products to the Russian market. The Declaration of Conformity should be based on test protocols produced by accredited laboratories and approved and registered by the Russian Federal Communications Agency. The company issuing Telecom Declaration of Conformity has to be a legal entity or entrepreneur registered in the Russian Federation.
