What is Telecom Type Approval?
Mandatory Telecom Certification is for technical product evaluation with the objective to ensure its compliance to Russian Telecom regulations.

Telecom Certification has been set by the Russian Federation Law №15-FZ “On Communication” dated on 16.02.1995 and the new Russian Federation Law №126-FZ “On Communication” dated on 07.07.2003.

The mandatory Telecom Certification system is monitored jointly by the Ministry for Information Technologies and Communications, the Federal Communications Agency and the Federal Supervisory Service in Communications or Rossvyaznadzor.

The Telecom Type Approval Certificate or Telecom Declaration of Confirmity is first checked by Russian customs authorities at the point of customs clearance at the Russian border. These documents may also be required by Rossvyaznadzor inspectors or by trade inspectors.

For a few types of terminal equipment distributed through retail channels (e.g. mobile phones), additional permissive documents may be required such as Sanitary-Epidemiological Conclusion Certificate and/or GOST R Certificate.

Application Scope
Mandatory Verification of Conformity for telecommunication equipment in Russia is applicable to any equipment or device used in public communication networks (PSTN and PDN). It is also required for technological and special-purpose communication networks in case they are connected to public communication networks.

Types of Telecom Type Approval Certificate
The types of telecom type certificates depend on the following:

• Applicant type – manufacturer or seller
• Validity period – 1 or 3 years
• Product scope – specific batch or serial production

These types are:

1. Certificate issued to the seller with 1 year-validity for serial production;
2. Certificate issued to the manufacturer with 1 year-validity for serial production;
3. Certificate issued to the manufacturer with 3 year-validity for serial production;
4. Certificate issued to the manufacturer or to the seller with 3 year-validity for a specific batch. The issued certificate includes identification characteristics for all products belonging to the batch.

Procedure
Telecom Type Approval Certificate can only be issued by Certification bodies accredited by Federal Communications Agency.  Evaluation procedures may include the following:

1. Documentary audit
2. Surveillance visits
3. Sample testing in accredited laboratories
4. Factory audits

Both Russian and International entities and entrepreneurs may apply for this certificate.

Telecom Decleration of Conformity is issued by the company supplying products to the Russian market. The Declaration of Conformity should be based on test protocols produced by accredited laboratories and approved and registered by the Russian Federal Communications Agency.

The company issuing Telecom Declaration of Conformity has to be a legal entity or entrepreneur registered in the Russian Federation.
